Government of Bihar Inks MoU with Airports Authority of India to Develop Six Regional Airports

₹150 Crore Sanctioned for First Phase; Regional Airports Project to Boost Connectivity, Tourism, and Local Economies in Underserved Districts

In a major push to bolster regional air connectivity in Bihar, the State Government has signed a Memorandum of Understanding (MoU) with the Airports Authority of India (AAI) for the development of six new regional airports. The agreement was formalized at Bihar Niwas in New Delhi in the presence of Bihar Chief Secretary Shri Amrit Lal Meena (IAS) and Resident Commissioner Shri Kundan Kumar (IAS).

Shri Nilesh Deora (IAS), Director of Civil Aviation, Government of Bihar, exchanged the MoU documents with AAI officials. The pact follows the recent approval by the Bihar State Cabinet, chaired by Hon’ble Chief Minister Shri Nitish Kumar.

As per the agreement, airports will be developed in six locations across the state: Madhubani, Birpur (Supaul), Munger, Valmikinagar (West Champaran), Muzaffarpur, and Saharsa. A total budget of ₹150 crore has been earmarked for the first phase, with ₹25 crore allocated for each airport.

Chief Secretary Shri Amrit Lal Meena described the MoU as a “decisive step toward strengthening regional connectivity in Bihar,” highlighting its potential to significantly enhance infrastructure, spur investment, and unlock development opportunities.

Echoing this sentiment, Resident Commissioner Shri Kundan Kumar said, “This agreement will give a major boost to regional air services in Bihar and reinforce collaborative efforts between the Centre and the State.”

The initiative is aligned with the vision of Hon’ble Prime Minister Shri Narendra Modi for a ‘Viksit Bharat’ and complements the Government of India’s UDAN (Ude Desh ka Aam Nagrik) scheme, which aims to connect unserved and underserved regions through affordable air travel.

Designed to handle 19-seater aircrafts, the upcoming regional airports will improve accessibility to remote areas and are expected to catalyze growth in tourism, commerce, and job creation. As India targets the development of 50 new airports in the next five years—scaling up to over 350 by 2047—Bihar’s proactive steps mark a vital contribution to this nationwide transformation.
