Criticizing the RJD-Congress rule in Bihar, PM Modi said that development had come to a standstill during their tenure, leaving the poor struggling to access their basic rights.

PM Narendra Modi kicked off the NDA’s Bihar election campaign on Friday, unveiling a major job initiative and launching a sharp attack on the Opposition, especially the RJD.
PM Modi announced a new Employment Linked Incentive (ELI) program at a sizable gathering in Motihari, East Champaran. Under this program, the Central government will provide Rs 15,000 to any young person who secures their first private sector job. The program, which was authorized by the Union Cabinet on July 1, will go into effect on August 1, 2025, and last until July 31, 2027. In order to create job possibilities for India’s young, a total of Rs 1 lakh crore would be invested as part of the 2024–2025 Union Budget.
According to Modi, the program will be particularly helpful for the young people of Bihar, a state with significant unemployment and migration rates. He underlined that in order to guarantee job creation and general state development, the Center and the Bihar government, headed by Chief Minister Nitish Kumar, are collaborating.
PM Modi launched a scathing attack on the RJD, accusing it of exploiting the poor and acquiring land through fake job promises.”Those who controlled Bihar during the lantern era are unable to create jobs.” Only the impoverished were plundered by them. He referred to the RJD’s electoral symbol and stated, “In contrast, today’s Bihar, with the NDA, is full of ambition and new hope.”
RJD leader Tejashwi Yadav’s jobs pitch, which was a key component of the party’s campaign in the 2020 Assembly elections, seemed to be contradicted by the prime minister’s comments. After making a pledge of 10 lakh jobs, the RJD became the biggest party. Tejashwi reiterated this story during the 2024 Lok Sabha elections, saying that his government produced 4 lakh jobs in his 17 months as Deputy Chief Minister and could have done more if it had served out its entire term.
Modi also brought attention to the disparity in funding between the current and previous administrations. He claimed that the NDA granted Bihar “many times more” in the last ten years than the Congress-RJD governments did, which handed the state just Rs 2 lakh crore over ten years. He lay the groundwork and officially opened projects totaling more than Rs 7,200 crore.
Moreover, the Prime Minister highlighted social programs like the Jan Dhan Yojana, which he said assisted in opening more than 3.5 crore bank accounts for women in the state, and the PM Awas Yojana, which has built about 7 lakh pucca dwellings in Bihar. PM Modi highlighted women’s empowerment through the Lakhpati Didi Self-Help Group initiative and flagged off four Amrit Bharat trains to boost Bihar’s connectivity with Delhi and Lucknow, aiming to curb migration.
Modi asked the people of Bihar to keep supporting the NDA as he wrapped up his speech. “Bihar is no longer bound by the shackles of corruption because to you. The moment has come to go with NDA at every stage,” he stated.
