New Delhi: Ladakh has taken a major step to make sports a secure career option for young athletes. Lieutenant Governor Vinai Kumar Saxena approved a fixed 4 per cent horizontal reservation for “Outstanding Sportspersons” in direct recruitment to Group ‘C’ (Non-Gazetted) posts under the Union Territory of Ladakh Administration on August 19, 2026.
The Administration has also formally notified the Union Territory of Ladakh Outstanding Sportspersons (Horizontal Reservation in Direct Recruitment to Group ‘C’ Non-Gazetted Posts) Rules, 2026. With these rules, Ladakh has become the first and only Union Territory in the country to create a statutory, fixed-percentage reservation for sportspersons in government jobs.
Several states and Union Territories already provide sports incentives, preference marks or temporary quotas. However, none had created a permanent 4 per cent reservation backed by specific rules. Ladakh’s new system aims to ensure that talented athletes do not have to give up competitive sports because of financial pressure or the tough competition for limited government jobs.
The policy can prove especially important for athletes from Ladakh. The region has natural advantages in winter sports, mountaineering and endurance disciplines because of its high-altitude terrain.
Why This Matters in Ladakh’s Context
Government jobs remain a major career goal for young people in Ladakh. Recent recruitment drives have attracted tens of thousands of applications for only a few hundred posts. The region also has limited private-sector opportunities outside tourism and related services.
At the same time, Ladakh offers natural advantages in sports such as ice hockey, skiing, mountaineering, archery and combat sports. The administration has repeatedly highlighted one major challenge: families often hesitate to invest time and money in elite sports training when athletes have no clear career security after their competitive years.
LG Vinai Kumar Saxena directly linked the new reservation with the wider New Ladakh Sports Policy. He said the initiative aims to ensure that talented young people do not give up their sporting dreams because they worry about financial support or future employment. He also said the policy aims to turn sporting excellence into both a source of pride and a secure career.
The wider policy combines employment opportunities with monthly scholarships, one-time cash awards of up to ₹1 crore, modern sports infrastructure, scientific coaching and special support for women and para-athletes.
How the 4% Horizontal Reservation Works
The government will apply the 4 per cent quota as a horizontal reservation. This means the quota will cut across the existing vertical social categories, including Scheduled Tribes, Scheduled Castes, Economically Weaker Sections and residents of areas adjoining the Actual Line of Control.
A candidate who qualifies through the sports quota will continue to belong to the vertical category that applies to them. The authorities will adjust the candidate against that category while giving the candidate the benefit of the horizontal sports reservation.
This system allows Ladakh to retain its existing social reservation structure while creating a dedicated space for meritorious sportspersons.
The reservation will cover direct recruitment to Group ‘C’ Non-Gazetted posts under the UT Administration, except for posts that the government specifically excludes through notification.
However, athletes must still meet all basic requirements for the post. They must meet the required educational qualifications and physical standards, wherever applicable. They must also clear the recruitment examination or selection process prescribed for the particular post.
The sports quota will provide a dedicated channel and priority among eligible sports candidates. It will not remove the basic eligibility or examination requirements.
Who Qualifies as an “Outstanding Sportsperson”?
The 2026 Rules define the category in detail and align it with Department of Personnel and Training (DoPT) guidelines.
The eligible categories include:
- Sportspersons who have represented a State or the country in recognised national or international competitions.
- Medal winners in Senior or Junior National Championships.
- Medal winners in Khelo India Youth Games for athletes above 18 years, Khelo India Winter Games, Khelo India Para Games and Khelo India University Games.
- Eligible sportspersons who have represented their universities in recognised Inter-University competitions.
- Eligible chess achievers who meet the prescribed DoPT provisions.
The authorities will consider only the highest sporting achievement of a candidate while preparing the ranking. A candidate cannot gain extra weightage by presenting multiple medals if one achievement already represents their highest level of performance.
Sports Merit List and Scoring Priority
The authorities will prepare a separate Sports Merit List for eligible candidates. Officials will determine the inter-se merit according to the level of competition and the achievement of each athlete.
The prescribed order of preference gives priority to:
- International medal-winning performances.
- Senior National Championships and National Games.
- Junior National Championships.
- Inter-University competitions and Khelo India University Games.
- Khelo India Youth Games, Khelo India Winter Games and Khelo India Para Games.
At every level, medal winners will rank above athletes who only represented their team or institution.
This system gives greater weight to higher-level sporting achievements while also allowing a wider group of recognised athletes to compete under the sports quota.
Verification and Transparency Safeguards
The government will also take steps to prevent people from misusing the reservation.
The Department of Youth Services and Sports will form a three-member committee to assist the recruiting agency or appointing authority. The committee will check the authenticity and recognition status of certificates, competitions and sporting achievements.
The authorities will accept certificates only from authorised bodies. This verification system will help protect the credibility and integrity of the sports quota.
What Other Support Will Ladakh’s Sportspersons Get?
The government has created the job reservation as one part of a much larger sports support system that has developed through 2025 and 2026.

Earlier versions of the policy, which previous LG administrations launched and Saxena later refined, had already indicated the 4 per cent reservation. The August 2026 Rules now give that provision statutory force and establish a clear system for its implementation.
How Ladakh’s Policy Differs From Practices Elsewhere
Most states provide sports preference marks, age relaxation or a limited number of sports-quota posts in specific departments. Some states also offer government jobs to medal winners from major sporting events on a case-by-case basis or within a limited number of posts.
Ladakh has taken a different approach. It has created a fixed 4 per cent horizontal reservation across Group ‘C’ cadres under the UT Administration.
The UT Administration has highlighted this difference to show that the policy represents a long-term institutional commitment rather than a temporary or discretionary measure.
Practical Questions for Aspiring Beneficiaries
Athletes and their families will need clear information about the application process. The government will provide detailed procedures through individual recruitment notifications. However, the basic requirements include:
- Candidates must have valid certificates for qualifying sporting achievements from recognised federations or authorities.
- Candidates must meet the educational and other eligibility requirements for the specific Group ‘C’ post.
- Candidates must appear in and qualify through the prescribed recruitment examination or selection process.
- Candidates must submit their claims under the sports quota category. The Sports Merit List will then determine their relative priority among eligible sports-quota candidates.
The government expects the reservation to apply to the first recruitments that take place after the Rules come into force.
Athletes should regularly check the official portals of the Administration of UT Ladakh, recruitment boards of the Ladakh Autonomous Hill Development Councils and the Department of Youth Services and Sports for new notifications.
