Special aid for Andhra, Polavaram project, Visakhapatnam Steel Plant protection & key Telangana developments still pending. Dr. Paul sets Jan 21 deadline and appeals to PM Modi.
Speaking with fierce determination at Andhra Bhavan today, Praja Shanti Party founder Dr. K.A. Paul issued a powerful ultimatum to the Central Government: fulfill every single promise made during the 2014 Andhra Pradesh–Telangana bifurcation without further delay.
Dr. Paul condemned the unbroken chain of unkept assurances given repeatedly in Parliament and Union Budgets, particularly the still-missing Special Category Status or equivalent special financial package for Andhra Pradesh.
He drew sharp attention to the Andhra Pradesh High Court case, where — more than 18 months ago — notices were served under Hon’ble Justice Narendra’s order to:
- Government of India
- Chief Minister N. Chandrababu Naidu
- Former Chief Minister Y.S. Jaganmohan Reddy
To date, not a single counter-affidavit has been filed.
Calling the situation “completely intolerable”, Dr. Paul set a non-negotiable deadline of 21 January 2026 for both Chief Ministers to file their replies in court.
He emphasised that the long-delayed special financial assistance would:
- Accelerate massive development
- Create millions of employment opportunities
- Strengthen education and healthcare systems
- Substantially improve state revenues
Andhra Pradesh – Core Pending Demands:
- Immediate special financial package
- Early and full completion of Polavaram Irrigation Project
- Complete protection and revival of Visakhapatnam Steel Plant
- Creation of promised separate railway zones
- National project status for key irrigation schemes

- Kazipet Rail Manufacturing Unit
- Bayyaram Steel Plant
- NTPC Ramagundam Phase-II expansion
- Central Horticulture University
- National Institute of Disaster Management
- National status for Palamuru-Rangareddy Lift Irrigation Project
Dr. Paul made a direct and personal appeal to Prime Minister Narendra Modi to intervene decisively and deliver balanced, justice-based development for both Telugu-speaking states.
He called on the media and the people of Andhra Pradesh and Telangana to stand united and raise their voice for this long-overdue justice.
In a moving conclusion, Dr. Paul conveyed deep condolences to industrialist Shri Anil Agarwal and his family on the untimely and tragic demise of his son, Agnivesh Agarwal.
