In a groundbreaking move, the Bihar State Election Commission enables senior citizens, differently-abled, and migrants to vote from home using a secure mobile application

For the first time in the country, the state of Bihar has introduced mobile-based e-voting through a specially developed app for the ongoing urban local body by-elections. With this digital initiative, the Bihar State Election Commission aims to make the electoral process more inclusive, secure, and accessible, especially for senior citizens, pregnant women, the differently-abled, seriously ill, and migrant voters.
The app, named e-SECBHR, has been developed in collaboration with C-DAC (Centre for Development of Advanced Computing) and allows eligible voters to cast their ballots from the safety and comfort of their homes. The application supports robust verification features including face recognition, optical character recognition (OCR), voter ID cross-checks, and even a VVPAT-style audit trail, ensuring high levels of security and transparency.
How It Works:
Registered voters can download the e-SECBHR Android application and log in using their verified mobile number. Each number can be used by up to two voters, who will be verified through facial recognition and Aadhaar-linked identity. Voting will be allowed between 7 AM and 1 PM on polling day. Alternatively, voters can cast their votes via the official State Election Commission website.
This pilot project is being implemented across six municipal bodies in Patna, Rohtas, and East Champaran districts. Notably, Buxar district is at the forefront, where officials have confirmed that nearly 13,000 pre-registered voters will participate in mobile voting. A total of over 50,000 voters are expected to use the app or website for casting their votes, as per official estimates.

District Magistrate of Buxar, Vidyanand Singh, said all arrangements have been finalized for the implementation of the new system. “This move brings democracy closer to the people, especially those who find it physically difficult to visit polling booths,” he said.
The votes will be counted on June 30, and based on its success, the system may be expanded to include larger elections in the future, possibly even state assembly or general elections.
Bihar’s initiative into mobile e-voting marks a milestone in India’s electoral innovation, reflecting the state’s commitment to embracing technology for democratic empowerment. This step could set a precedent for other states and eventually revolutionize how India votes in the digital era.
